Expand scord_adhoc commands

The target is to be able to use the commands inside a job script without spank integration. Information from each phase should be captured from the output/exit code.

• create (register job and deploys adhoc fs)
• stage-in (moves input files)
• stage-out (moves output files)
• wait (waits until transfer is finished)
• destroy (destroys the adhoc fs)
