[PATCH] cpuset: document additional features

Document the additional cpuset features:
	notify_on_release
	marker_pid
	memory_pressure
	memory_pressure_enabled

Rearrange and improve formatting of existing documentation for
cpu_exclusive and mem_exclusive features.
