[IA64] Removal of percpu TR cleanup in kexec code

The kexec code wasn't in the kernel when Ken Chen created
this patch (00b65985

) to
change the mapping of percpu area from a TR to a TC.

Zou Nanhai spotted this extra piece, and Simon Horman
concurred.
