Add basic infrastructure for NORNSCTL_COMMAND_SHUTDOWN

The nornsctl_send_command function now supports a new nornsctl_command_t
command called NORNSCTL_COMMAND_SHUTDOWN, which is accepted and
acknowledged by the server.
