Add opt-in dependency tuning and MN5 0.9.7 module

Add reusable daemon bulk staging and per-transfer deadlines, sampled Margo lifecycle tracing, and configurable RocksDB cache/recovery options. Preserve default behavior and reject unsupported opt-ins.

Include feature tests and documentation, plus the isolated MN5 module and profile-specific Mercury UCX build arguments.
