Implement a broadcast fsync

Following #110 (closed) and !52 (merged)

Some backends may need to broadcast an RPC to all involved daemons to sync chunks to the backend. In the case of NVMe with NVML (which we'll have at some point) this would involve calling pmem_persist().

It should also be configurable through a CMake option.
