Missing information about which job nodes can be used for administrative purposes

In order for the ADMIRE ecosystem to work as intended, some services need to be deployed alongside an application it its job partition (e.g. Cargo for data staging or scord-ctl for adhoc deployment/communication). Since scord needs to send them RPCs, it needs to know which nodes from a partition have been assigned for administrative purposes.
